UTLC makes grants to child welfare entities that are qualified donees, to encourage and support innovation to help those entities with their"kids in care permanency agenda". UTLC provides funding and other necessary resources to the agencies. UTLC's mission is supported by the implementation of a four-pronged approach: 1. World class evidence-based research, 2. Robust process management, analysis and results accountability, 3. Provide stable funding and expertise to child welfare entities-enabling innovation, and 4. leveraging technology to address systemic barriers. In addition, UTLC conducted several research projects on issues related to child welfare and adoption issues in an effort to further its mission.
